Monroe County (NY) Amateur Radio Emergency Service

 

Monroe County Amateur Radio Emergency Service (ARES)® is an amateur radio public service organization based in Monroe County, New York, and is open to all licensed amateur radio operators.

We are a program of the American Radio Relay League (ARRL), the national membership association for amateur radio operators in the United States. We also work closely with the Rochester Amateur Radio Association.

We participate in training and emergency exercises so that we can serve other agencies during times of communication failure. Although the primary purpose of ARES is to provide emergency communication, ARES members also routinely provide non-business communications support to other public events.

We meet on the fourth Thursday of every month, 7:00 PM, at the Rochester Chapter of the American Red Cross, 50 Prince Street, in Rochester, New York. We also meet on the air on the second Thursday of each month, 9:00 PM on the K2RRA 146.88 (-) repeater.

American Red Cross Responds to ARRL Concerns Regarding Background Checks

redcross.gif In November 2007, ARRL President Joel Harrison, W5ZN, wrote to the American Red Cross (ARC) regarding concerns voiced by ARRL volunteers. In 2006, the Red Cross stated it would implement background checks that included, among other things, a credit check and a "mode of living" check for its staff and volunteers, including ARES volunteers providing services to the Red Cross during disasters. ARRL saw these portions of the background check as unneeded and inappropriate for ARES service.

In a letter dated May 8 of this year, Armond T. Mascelli, ARC Vice President for Disaster Response Services replied to President Harrison: "I can now report back to you that [these] actions have been completed and changes have been instituted which I trust resolves the concerns detailed in your letter. This effort took considerably more time and attention than originally envisioned, but I believe the results will now benefit our respective organizations.

"A new background consent form now [is] to be used by all Red Cross chapters for ARRL members and other partner organizations. The form and related process is limited to the name and social security number verification of the individual, and a criminal background check. References and suggestions to other related investigative possibilities have been stricken."

ARRL Emergency Preparedness and Response Manager Dennis Dura, K2DCD, announced the resolution at the ARRL ARES forum at the Dayton Hamvention® and received hearty applause.

"We are very pleased that the American Red Cross has addressed some of the issues that we raised regarding their background investigations and that we can move forward in a relationship that has existed for a long, long time," Harrison said. "The American Red Cross and the ARRL have shared a productive relationship for many years which has been of benefit to both the organizations and to the public. We are glad that throughout the past months we have been able to negotiate the issues that we had and have finally come to a resolution."

What's Next?

With the background check issue apparently resolved, the ARRL will be working with the ARC in the negotiation and creation of a draft for a new Memorandum of Understanding (MOU) or similar document to replace the one which expired last year; Dura and Keith Robertory of the ARC will be leading the effort. When complete, the draft of the MOU will be presented to the leadership of both organizations for approval.

"The ARRL is very pleased that the American Red Cross has responded appropriately to our concerns about the background check issue," said ARRL Chief Executive Officer David Sumner, K1ZZ. "We believe it now will be possible to go forward to negotiate a statement of understanding between the two organizations. We look forward to renewing and expanding the relationship with the Red Cross."

Meeting Reminders for May and June

If you want the parts to make a ladder line J-Pole, bring a check for $15 made payable to Monroe County ARES.  Our June meeting (6/26) will be a hands-on build session, and you will get the parts to make a simple 2-meter ladder line J-pole (with 12 feet of coax).  Anyone who wants to participate needs to pay on or before the May 22 meeting

Our May meeting (5/22) will be held at the Red Cross Blood Services building, located at 825 John Street, West Henrietta, 14586 (near RIT).

Rev. Keith F. Freeberg Jr, N2BEL, SK

Ed Turkowski, N2KVZ (left) and Keith Freeberg, N2BEL (right)Age 60, Rev. Keith F. Freeberg Jr, N2BEL, passed away peacefully at home on April 14, 2008, with his loving wife, Judy Seal Snyder, by his side.

Keith was a two-time president and vice president of the Rochester Amateur Radio Association (RARA). During his lifetime, Keith was a passionate advocate of volunteerism and public service. He had a major impact on expanding the vision and scope of amateur radio into public service, the community and schools.

Some of his many accomplishments included developing the model for involved amateur radio operators as field support for the American Diabetes Association Tour De Cure in Rochester and similarly supporting other service and charitable events (MS Bike Event and more). Keith participated in youth Explorer Programs and was instrumental in bringing a program called Radio Coaches to Rochester City area schools.

In addition, he served as an Assistant Radio Officer of the Monroe County Radio Amateur Civil Emergency Service (RACES) and advocated for the utilization of amateur radio communications during civil emergencies, participating in many emergency preparedness drills.

On April 13, he was recognized for his long-term contribution to amateur radio and was awarded the 2008 Atlantic Division Grand Ole Ham Award. To recognize a lifetime of commitment to educating and motivating others in the field of amateur radio, a new award, The Keith F. Freeberg Jr. Atlantic Division Educator of the Year Award, has been created in his honor.

A celebration of Keith's life will take place on Saturday, April 19, 2008, at 1:00 PM at the Rochester Plaza Hotel (formerly Crowne Plaza), 70 State Street, Rochester, NY, where the Rev. Aloma Cason of The Church of Divine Inspiration will be officiating.

Memorial donations in the name of Rev. Keith F. Freeberg Jr. may be directed to Southern Tier Hospice, 11751 East Corning Rd., Corning, NY, 14830 or to the RARA Memorial Scholarship Fund, P.O. Box #93333, Rochester, NY, 14692.

ARRL Exec Committee Approval for EmComm East

Memorandum of Understanding with RARA

Jim DiTucci and I have been working on a Memorandum of Understanding between the Rochester Amateur Radio Association and Monroe County ARES. 

There will be an announcement in the upcoming RARA Rag.  If you would like to see the document, you can download and review it.

The purpose of the MOU is to describe the existing relationship between RARA and ARES, and further help identify areas of responsibility between our two organizations.

145.29 Repeater Down for Repairs

I've been informed that the 145.29 repeater is currently down for repairs. 
As per our operational plan, we would use the following repeaters, should we be called up:

  • Primary: 146.88 (-) K2RRA
  • Secondary: 146.61 (-) 110.9 Hz / 444.45 (+) 110.9 Hz N2MPE

With the snow coming down, I thought it might be best to make sure we are all are aware of the change. 

Our net meets on the 146.88 (-) tonight at 9pm, so no changes with that.
